The SEC has proposed rewriting the rules governing transfer agents, the firms that keep the official record of who owns a company's shares. One line permits that record to sit on a blockchain. Another set of proposed questions would make the SEC start counting how many securities already do.

Moniepoint's UK-to-Nigeria remittance service is reported to close completely on 15 September, with transactions having stopped on 15 August. On 2 September HaiPay checked five MonieWorld pages and two Moniepoint pages. All seven returned 200. None carried a closure notice, and the home page was still offering sign-ups, zero transfer fees and an app download.

The FDIC's interim final rule, effective the day it published, replaces a flat $5 billion reciprocal deposit cap with a tiered calculation topping out at $30 billion. The increase is not uniform. A bank with $1 billion in liabilities gets 2.5 times its old cap and one with $96.33 billion gets 6 times, but a bank with exactly $25 billion gets 1.72 times — the smallest increase available anywhere on the curve.

The BIS Innovation Hub has published results of real-value testing on Project Agora, in which issued tokens represented actual central bank reserves and commercial bank deposits. Thirty transactions were processed across seventeen scenarios and six currencies, moving approximately CHF 800,000 in total.

The Monetary Authority of Singapore committed S$220 million over three years to FSTI 4.0 on 31 August, running through six tracks covering institutional innovation, AI adoption, infrastructure and talent. MAS published an annex setting out every previous round alongside it.

Piero Cipollone told the Bundesbank's payments symposium on 26 August that the Eurosystem has moved from vision to delivery on tokenised finance, and that Pontes goes live this year. On the schedule he set out, the service covers 67 per cent of the week until mid-2028.

On 27 August 2026 OFAC published two Iran-related general licences at 91 FR 55265. Both were signed three days earlier and posted to OFAC's website that day. General Licence BB authorises the wind-down of transactions previously permitted by the five authorisations OFAC suspended on the same date, through 8 September 2026.

Commonwealth Bank launched a payouts platform on 25 August aimed squarely at Australia's cheque phase-out. Issuance stops on 30 June 2028. At the 24 per cent annual decline the industry last reported, 57.7 per cent of today's cheque volume is still there on the day.
