Ripple said on 26 October 2026 that the Office of the Comptroller of the Currency had given final approval to charter Ripple National Trust Bank, ten months after the OCC conditionally approved it alongside four other digital asset firms. The trust bank will manage the reserves behind Ripple's RLUSD stablecoin, act as collateral trustee for those reserves and provide digital asset custody; RLUSD will still be issued by Ripple's New York-regulated trust company.

Ripple's release says the OCC announced the approval that day. The OCC's news releases of 22 and 27 October do not mention it, and HaiPay found no OCC document on the final approval.

Eighteen approvals, one denial

Ripple's charter is one of many. HaiPay read every OCC decision on a new national bank charter or a trust-company conversion dated from 12 December 2025 to 25 September 2026. Nineteen concern national trust banks, which can hold assets in custody and act as fiduciaries but cannot take deposits or make commercial loans. The OCC conditionally approved 18 of them and denied one, Wise National Trust, in July.

Five came on 12 December 2025: Ripple, First National Digital Currency Bank, and conversions by BitGo, Fidelity Digital Assets and Paxos. Approvals since then include Bridge, Coinbase, Foris DAX, Laser Digital, Morgan Stanley Digital Trust, World Liberty Trust Company and three in September alone. Over the same period the OCC decided ten full-service bank charters, approving nine, including Nubank, Mercury and Revolut, and denying bunq.

What this does not show

The OCC's decision index records conditional approvals, not final approvals or bank openings, so it does not show which of the other trust banks have since received final approval. Counts exclude mergers, branches and conversions of existing banks. HaiPay did not contact Ripple, the OCC or the other applicants.

Methodology and limitations

Compiled by HaiPay on 28 October 2026. Ripple's final approval is as stated in Ripple's press release of 26 October 2026, which says the OCC announced it that day; the OCC's news releases numbered 2026-93 (22 October) and 2026-94 (27 October) do not mention it, and HaiPay did not find an OCC document on the final approval. Decision counts come from the OCC's Interpretations and Decisions index for the 2026 series, which covers decisions dated 12 December 2025 to 25 September 2026. HaiPay downloaded and read each letter on a new national bank charter or a conversion of a trust company to a national bank: 19 concern national trust banks, of which 18 are conditional or preliminary conditional approvals and one, Wise National Trust (Corporate Decision 1381, 21 July 2026), is a denial; 10 concern full-service national banks, of which nine are conditional approvals and one, bunq US Bank (Corporate Decision 1384, 4 August 2026), is a denial. Bank-to-bank conversions, mergers, operating subsidiaries and federal branches are excluded. The index lists conditional approvals; it does not record when a bank later receives final approval or opens, so the status of the other trust banks after conditional approval is not shown. HaiPay did not contact Ripple, the OCC or the other applicants.
