More than e-money
For many issuers the e-money licence is one of several. Twenty of the 49 are also registered merchant acquirers, able to sign up merchants to accept payments, including Touch ‘n Go, TNG Digital, ShopeePay Malaysia, Airwallex and BigPay. Thirteen carry BNM’s white labelling provider designation, letting partners offer e-money under their own brand.
Twenty-four hold no other licence or registration on the list.

Why this matters
For merchants and payment providers in Malaysia, the list is the starting point for checking a wallet partner. It also changes: since 2022 a fifth of the issuers on it have turned over.
What this does not show
The directory lists current issuers only and gives no dates or reasons for changes, so entries and exits are dated to archived copies. It carries no data on users or volumes. HaiPay did not contact Bank Negara Malaysia or the firms named.
What to watch
Whether more cross-border players follow Wise, Airwallex and iFAST onto the list.
Whether any of the nine departed brands returns under a new entity.
And how many of the 49 add merchant acquiring.

Methodology and limitations
Compiled by HaiPay on 22 October 2026 from Bank Negara Malaysia’s Financial Service Provider directory, filtered to non-bank e-money issuers, read live, and from Internet Archive captures of the same list dated 22 January 2021, 26 April 2022 and 21 September 2026. On 22 October 2026 the directory lists 49 non-bank e-money issuers, against 47 in the April 2022 capture and 48 in the September 2026 capture. Firms shown with a former name, such as AIMY Merchant Services (formerly Alipay Malaysia), WannaPay (formerly ScanPay) and GoNetPay (formerly GoPay), are counted as the same issuer. On that basis nine issuers on the April 2022 list are no longer listed: BLoyalty, Google Payment Malaysia, I-Serve Payment Gateway, Maxis Broadband, Razer Pay Wallet (M), Serba Dinamik IT Solutions, TNG Digital Remittance, U Mobile Services and WeChat Pay Malaysia. Eleven are newly listed: Airwallex (Malaysia), Dataprep Payment Solutions, iFAST PAY Malaysia, IME (M), LazadaPay, Leading Innovative Technologies & Systems, PIPO (MY), True Money Malaysia, Uni Comms International, Wise Payments Malaysia and WorkerzDirect. iFAST PAY Malaysia is the only change between the September capture and the live list. Of the 49, 20 are also registered merchant acquirers, 13 carry the white labelling provider designation, five also hold a money services business or remittance licence and three are also card issuers; 24 have no other licence or registration listed. The directory shows current regulatees only and gives no dates or reasons for additions or removals, so changes are dated only to the captures that show them. HaiPay did not contact Bank Negara Malaysia or any firm named here.
